Hello, I've been following KlimaDAO for some time now and I have a proposal. The system doesn't allow me. Do you guys know what are the rules to publish a proposal?

tl;dr at this time proposals can only be directly created by DAO contributors. Community members and external orgs should first create an RFC here in the General category, and if the community latches on and gains traction it will be advanced to a full proposal
eventaully proposal publication will become more decentralized, likely with some kind of review board. our decentralization working group is just forming to investigate best practices for progressive decentralization
